Before the Senate passed bipartisan legislation designed to update our nation's foreign surveillance laws - known as FISA - a group of 21 Blue Dog Democrats sent Speaker Pelosi (D-Calif.) a letter saying "it will be necessary for the House to quickly consider FISA legislation to get a bill to the President before the Protect America Act (PPA) expires in February." That was January 28.
